What it is for
Extend shield / private transfer / unshield to supported fungible assets so a user is not forced back into public state to hold anything other than ETH.

- Asset registry model is specified: an asset is only supported when it has an explicit entry.
- Shares the Private ETH lifecycle rather than defining a second one.
Open and unresolved
- Supported asset list is not fixed.
- Per-asset decimals and rebasing behaviour are unresolved.
- Tokenized stock exposure is handled in a later phase, not here.
